In spite of receiving no reply to my numerous letters to the Prime Minister and other officials and organizations of your country on a national disaster in the pharmaceutical industries of Iran, I write this letter in accordance of my faith to two core principles of Democratic Tradition: a theoretical and a practical one.
 
According to political philosophers the only and ultimate theoretical principle of democracy is nothing but the "belief" in and "practical commitment" to the Human Reason and Reason-based Dialog as the most human and reasonable and peaceful way to settle our social problems and conflicts. What would leave the death of words from the glory and proud of Democracy? According to philosophers the "practical commitment" portion is a logical and epistemological consequence of the first portion and a sine qua non for the job of Democracy; it is not a complementary and additional tag!
Then a little deeper and further analysis of the first principle guides us to the second and pragmatic principle that "when supporting the advancement of democracy costs us nothing, we are obliged and have moral duty to do it". This principle finds its most shinning expression in Abraham Lincoln words that
 
"Those who deny freedom to others
[by their words, deeds or inactions]
deserve it not for themselves"
(April 6, 1859 - Letter to Henry Pierce).
 
The silence of the World of Democracy to my request of help in the last five years seems absolutely unjustifiable even in the light of the weakest reading of Democracy; that Democracy which believes it believes in Reason and Knowledge as the most dependable protection against moral and natural evils on the earth. But my faith in the power of words encouraged me to write again.
I hope the above discussion has thrown sufficient light on my motives and reasons to repeat my request of help to you and also why and how this kind of mentality and understanding could lead to any kind of deprivation, as I explained below in this email, in Iran and all countries of its kind! And both of these make me highly hopeful to receive your positive response to my request in favor of a big nation living the darkest period of their history after the invasion of their homeland by barbarian Arabs fourteen centuries ago.
By my request of help I do not mean or intend or expect the direct or indirect engagement of your country but, only and only, by granting me asylum and protection provides a safe place and environment to divulge this unbelievable and monumental case of deliberately violation of the most basic rights of all and all members of a whole nation.And from personal and professional perspective I do not think too many of
those Iranian pharmacists moved to your country after revolution in Iran, were professionally much more experienced, morally more commitment to values and mentally too much active than me. I sure settling would take me not more than a couple of months.
The importance of the subject matter of this email has made in longer than what is usually expected. Every sentence in it has something to say and none is out of any value. The story of a thirty-years-old national disaster could be too much longer yet!
My last and least request is being informed of your decision. This my last and least request is hoped to be easy enough to fulfill.
 
Three of my many emails to the Prime Minister of your country are attached below.
I like to bring this request to its end with my own words on the essence of democracy and an idea from J. S. Mill:
WE, as human beings in the animal kingdom,
have suffered too much more from death of WORDs
than death of our bodies.
 
And Mill believes:
 
In all things of any difficulty and important, those who can do them well are fewer than the need.

عالیجناب آقای جان هارپر
نخست وزیر کشور کانادا
 
خوشحالم كه شرکت "گوگل" این امکان را فراهم ساخت كه این نامه را به زبان فارسی بنویسم تا کوتاه تر، ساده تر و رساتر باشد.
جناب آقای نخست وزیر در دو نامه گذشته از شما و کشور کانادا- به عنوان یکی از حامیان بزرگ مردم ایران- درخواست کرده بودم كه در جهت پیشبرد آرمان دموکراسی در ایران و تحکیم حقوق بشر و ایجاد حمایتهای قانونی از فعالان اجتماعی به من کمک کنید. چون شرکت "گوگل" امکان نگارش پارسی را فراهم کرد بار دیگر بر آن شدم كه نامه ای دیگر به زبان شیرین پارسی خدمتتان ارسال کنم و درخواست خود را در آن دو نامه با اتکا بر یک اصل تئوریک و سه شاهد تجربی تجدید و تحکیم و مکرر کنم.
۱- اندیشمندان "دموکراسی" را در تحلیل نهایی "اتکا بر اندیشه و سخن مبتنی بر آن در اداره جامعه و حل و فصل منازعات آن دانسته اند". لاجرم تکرار "خواستی" كه اولا متکی بر اندیشه است و ثانیا تامین کننده منافع بیش از شصت میلیون انسان است، همچنان امری دمکراتیک و انسانی و امروزین است. پس این "الحاح و اصرار" عین روش جاری مدرن است در اعمال دموکراسی و نشانه اعتقاد به وخامت اوضاع ایران است در تمامی ساحت ها.
۲- چند روز پیش دردانشنامه "ویکیپدیا" خواندم كه نماینده پارلمان افغانستان، خانم جویا (۱) به دنبال یک نطق "نانو" ( نود ثانیه ای) به یک چهره جهانی تبدیل شد و حتا کاندید جایزه صلح نوبل هم گردید. خانوم جویا در "نانو-نطق" خود نه چیزی گفتند كه بر جهانیان پنهان بود، ونه از آن سخنان نفعی به افغانیان رسید ونه بعد از آن تحولی در افغانستان حاصل آمد. کانادا و ایتالیا به او شهروندی افتخاری دادند و حتا فیلسوف طراز اولی مثل "نوام چامسکی" او را در دریافت جایزه نوبل محق تر از اوباما دانست!! به اعتقاد من لیست جوایز او نشانه نوعی "هیستری" سیاسی و اجتماعی فراگیر در روزگار ماست.
مساله من به هیچ وجه با مساله خانم جویا قابل مقایسه نیست. بحران داروسازی ایران: ۱)مساله ای پنهان است كه در سی سال گذشته ادامه داشته؛ ۲)مخاطرات بسیاری برای همه مردم ایران دارد و حل آن ضرورتی عاجل است و با منافع بی شمار؛ ۳) افشای آن تبعات داخلی و خارجی بسیاری دارد؛ ۴) و چهره ای پنهانی از زندگی و سیاست در ایران را آشکار میسازد كه تا کنون از نگاه ایرانیان و جهانیان بیرون بوده است. سخنان خانوم جویا هیچ یک از این تبعات و فواید را نداشت.
۳- پس از حدود ۴ ماه بلاخره آقای "مازیار بهاری" از زندان آزاد شد به خانه بازگشت. اینبار نیز دولت کانادا نهایت سعی و اقتدار خود و دوستان و دول غربی را به میدان آورد تا ایشان را كه در حقیقت "گروگان مشاجرات سیاسی بودند" (همانندخانم کلود ریتس فرانسوی) آزاد کرد. تلاشی كه شایسته تمجید و قدردانی است و دولت کانادا در گذشته ای نه چندان دور تلاش مشابهی را اول برای آزادی وسپس برای تعیین علت قتل خانم زهرا کاظمی نشان داده بود.
بی شک این تلاش ها دو علت دارد. اول تعهدی که هر کشوری به امنیت شهروندان خود دارد ( البته نه تمامی آنها از جمله ایران و...) و دوم تعهد به امر "انسان فی نفسه " است. اصل "اصالت "انسان فی نفسه"" سنگ بنیادین نظریه "حقوق بشر" است. از این منظر "معضل داروسازی ایران" قابل قیاس با هیچیک از نمونه هایی نیست كه تا کنون در سطح بین المللی درباره گستردگی نقض حقوق بشر در ایران مطرح شده است. به خاطر ندارم كه تا کنون گزارشی از نقض همزمآن و هر روزه و سی ساله ی شصت میلیون انسان گزارش شده باشد!!!
۴- اگر موارد دو و سه به وجه تقریب به درک اهمیت مساله کمک می کرد، رسوایی اخیر شرکت عظیم "فایزر"، اهمیت بحران داروسازی ایران را "اثبات میکند" و راه را بر انکار و تردید ها میبندد. دیدیم (۲) كه تبلیغات دروغ "بزرگترین جریمه امریکا و جهان" را به عهده شرکت فایزر گذاشت. اگر نسبت های ریاضی و علمی را در مقایسه معضلات داروسازی ایران و فایزر به کار گیریم، بی شک نمیتوان "حدی عددی" برای جریمه متخلفان و مرتکبان آن همه خطاهای فاجع آمیز در ایران تعین کرد. در مقایسه با بحران داروسازی ایران باید هیاهوی "فایزر" را یک "هیچ بزرگ" دانست. "هیچ" چون "دروغ" در برابر آنچه در داروسازی ایران میگذارد وزنی و اهمیتی ندارد؛ و "بزرگ" بخاطر "انعکاس" گسترده و "مبلغ نجومی جریمه". برای قبول یا اثبات اهمیت یک" نظریه علمی" یا "امری اجتمایی" در دنیای مدرن به چه نوع و چه اندازه یا چه تعداد شواهد و ادله نیاز است كه نامه ها پیشین و اینک این یک از ارائه انها ناتوان است؟ همچنانکه در گذشته به استحضار جنابعالی رساندم تمام مدعیات من مستنداند به مدارکی کاملا رسمی از تولید کنندگان دارو و وزارت بهداری. برای اثبات آن فاجعه، اسنادی معتبرتر از آنچه من در دسترس دارم نمیتوان یافت و حتی میتوان گفت كه احتمال یافتن "چنان مدرکی" امتناع منطقی به وجود دارد.
 
عالیجناب; اجابت درخواست من واجد منافعی اقتصادی و علمی برای کشور کانادا هم هست، اگر چه اطمینان دارم كه این "مزایا و منافع حرفه ای" در قیاس با "تحکیم اعتباری" كه "افشای" آن فاجعه در کشور شما برای کانادا در جهان به دنبال خواهد آورد وزنی و بهایی ندارد. داروسازی یکی از بزرگترین و استراتژیک ترین صنایع جهان معاصر است و "آموزش داروساز" فعالیتی پرهزینه است و تربیت "داروساز صنعتی با تجربه" از شق اول هم دشوارتر و وقت گیرتر وپرهزینه تر است. مدارک رسمی نشان میدهد كه در طول حدود بیست سال کار صنعتی، هیچگاه از خلاقیت و پشتکار و نوآوریهای تکنیکی و علمی بی بهره نبوده ام واصلاحات عملی كه به انجام رسانده ام، صرفه جویی ها و منافع مالی و اداری بسیاری به دنبال داشته. در سطح نظری هم در بهترین کتب مرجع غلط های جدی یافتم و جامعترین روش ساخت "مایع ظرفشوی" را نوشتم و نشان دادم كه درآن عرصه ها هم در نادانی خود غرقیم. اطمینان دارم كه شرایط "پذیرش" یک متقاضی مهاجرت یا پناهندگی مستلزم احراز همه این مولفه های مثبت نیست. در این جا و در این نامه به جنابعالی اطمینان میدهم كه اگر با استناد به مدارک رسمی نتوانستم صحت مدعیات خود را اثبات کنم حکم مراجع قضایی یا سیاسی کانادا را گردن خواهم نهاد؛ صرف نظر از آنچه باشد.
 
عالیجناب آقای جان هارپر؛ امیدوارم كه این نامه راه را برای توقف یکی از فراگیرترین موارد نقض حقوق بشر در جهان بگشاید و به گشایش فضای اجتماعی در جامعه یی کمک کند كه در تاریک ترین مقطع تاریخ سیصد سال گذشته خود بسر میبرد. وقایع پس از 'انتخابات ریاست جمهوری' اثبات کرد كه گشایش فضای اجتماعی در ایران بدون مساعدت جوامع و دولتهای آزاد و دموکرات تحقق ناپذیر است و امروز روز وفای عهد دموکراسی و حقوق بشر به آرمان خود است.
امید دارم بزودی پاسخ مثبت حمایت جنابعالی و کشور کانادا از مردم ایران را دریافت کنم.

 WHEN I read in your statement (1) issued after the successful adoption of a resolution on human right situation on Iran that: 'The Government of Canada is extremely pleased by the adoption of this resolution AND s i g n a ll i n g to the people of Iran that they are not alone in their efforts to promote human rights in their country.' I went to your embassy in Paris to follow up a letter I sent about four months ago for the Canadian ambassador Honorable Marc Lortie. Regarding the absolutely clear language and supportive theme of the statement I thought it would provide the solution for the pharmaceutical crisis in Iran but unfortunately I found there no trace of what the statement utterly declared of support and sympathy! There was no actual sign of your Government's belief that: We believe this resolution sends a clear message of support to Iranian human rights defenders. As an Iranian human rights defender who has lost all his life in the last twenty years, I hope your and your country commitment to stop or lessen the persistent violation of the fundamental human rights, help me to divulge that unbelievable crime and protect a nation from the inescapable danger of 'Adulterated Medicines'. Your statement clearly promises that 'Canada will continue to stand with the people of Iran against the oppressive actions of the Iranian authorities.', so it is reasonable and logical to RENEW my request my request on being accepted in your country till by divulging that crisis to awake up the international community to an unbelievable and hidden threat to the Public Health that continued during the last thirty years. Sir Karl Raimund Popper believed 'Only Freedom Can Make Security Secure'. I am in need of freedom and security of your country to make the life a little more secure to the people of Iran. Failing reasons and arguments to find and open their ways in Ottawa will demolish all moral and political and democratic foundations of legitimacy of criticizing pseudo-politicians and oppressive regime in Tehran and allover the world for ever! I eagerly looking forward to hearing from you the best news about your supportive decision to help Iranians. I hope this statement becomes a bridge between verbal and practical politics to bring me to the freedom of your country and society in support of the people of Iran

Dear Madam/ Sir
Post presidential-election events in Iran was proved what many did not believe before. This means that all the democratic ways for improvement are closed and regarding the militaristic nature of the new Cabinet it will get worse and worse in future. It means divulging the crisis my former latter was about it, has found its best time and most suitable world conditions. Attracting the world attention costs nothing these days and on the other side the National situations never were more suitable and responsive than today. Historical and social conditions for advancement of democratic goals in Iran have never been better and we mustn't loose it easily. It sounds like if presented properly this could be  a huge international case against the IRI. It seems today is the BEST time for the most properly presentation of it.
Here I am living the worst type of life I have ever lived. I am eagerly looking forward to hearing from you on my letter and request. From both point of view, firstly personal qualification for integration and job finding and secondly the international and domestic role of divulging that crisis on the advancement of democracy, I and my reason for being supported by your country, I am not lee deserved than too many others have moved to Canada.

Dear Honorable Prime Minister, here is no need here I add anything to show or prove the severity of situations in Iran. Today a bloody fight is on course between people and the government for the most basic rights any citizen must enjoy in life. Receiving and supporting an activist and HR fighter is the LEAST that a Democratic country can do with the best and most results, consequences and achievements in favor of a big nation with actually no cost and unwanted political side effects. On the other side I am sure and assure you my professional abilities plus knowledge on many related subjects of Human Sciences are also beneficial to your country.
Democratic countries, according to the most basic understanding of the term, seem have a moral, humane, philosophical, methodological and democratic Responsibility in supporting the Advancement of democracy thought the world especially when in terms of Cost-Benefit concept, Democracy and People earns a lot for no Cost! Nobody till now has noticed the DANGER of their INACTION about Iran!
Dear Honorable Prime Minister, here and once again I sincerely request your and your country's support in divulging an absolutely Unique Nationwide case of violation of human rights which has continued during the last thirty years by one of the most oppressive regimes of our age in one of the most Regulated and Supervised industries of the world: pharmaceutical industries. The political situation has been growing increasingly oppressive during the last few months and few days ago they executed two young men for peaceful demonstration and intend to execute NINE more in near future (1) for the same reason; but in spite of this bloody situation I have failed to gain the help and support of a democratic country in the last 40 months (!) in favour of those people and against all the sophisticated philosophical arguments of founders and believers in the superiority of democracy and its followers and leaders in defending Humane Rights, Life and Dignity!
Divulging this crisis would lead to a huge and indefensible illegitimacy crisis and throws a new light on a dark hidden and dangerous part of life in Iran and proves the absolute and final responsibility of the Government against the nation. My former communications tell the full story of that disaster and hope to be studied and noticed again.
I am looking forward eagerly to receive the news of gaining the support of you and your democratic country in favour of a big nation spending their toughest period of their history in the last two centuries.
