   His Excellency The Right Honourable David Johnston, In spite of receiving no reply to my numerous letters to the Prime Minister and many other officials and organizations of your country on a national disaster in the pharmaceutical industries of Iran, I write this letter in accordance of my faith to two core principles of Democratic Tradition: a theoretical and a practical one.   According to political philosophers the only and ultimate theoretical principle of democracy is nothing but the "belief" in, and "practical commitment" to the Human Reason and Reason-based Dialog as the most human and reasonable and peaceful way to settle our social problems and conflicts. What would leave the death of words from the glory and proud of Democracy? According to philosophers the "practical commitment" portion is a logical and epistemological consequence of the first portion and a sine qua non for the job of Democracy.   Then a little deeper and further analysis of the first principle guides us to the second and pragmatic principle that "when supporting the advancement of democracy costs us nothing, we are obliged and have moral duty to do it". This principle finds its most shinning expression in Abraham Lincoln words that "Those who deny freedom to others [by their words, deeds or inactions] deserve it not for themselves" (April 6, 1859 - Letter to Henry Pierce).   The silence of the World of Democracy to my request of help in the last five years seems absolutely unjustifiable even in the light of the weakest reading of Democracy: Democracy believes it believes in Reason and Knowledge as the most dependable protection against moral and natural evils on the earth. But my faith in the power of words encouraged me to write again.     I hope the above discussion has thrown sufficient light on my motives and reasons to repeat my request of help here and also why and how this kind of mentality and understanding could lead to any kind of deprivation, as I explained below in this email, in Iran and all countries of its kind! And both of these make me highly hopeful to receive your positive response to my request in favor of a big nation living the darkest period of their history after the invasion of their homeland by barbarian Arabs fourteen centuries ago.   By my request of help I do not mean or intend or expect the direct or indirect engagement of your country but, only and only, by granting me asylum and providing a safe place and environment to divulge safely this unbelievable and monumental case of deliberately violation of the most basic rights of all and all members of a whole nation.   And from personal and professional perspective I do not think too many of those Iranian pharmacists moved to your country after revolution in Iran, were professionally much more experienced, morally more commitment to values and mentally too activer than me. I sure settling would take me not more than a couple of months.   The importance of the subject has made cthis email longer than what is usually expected. Every sentence has something to say and none is out of any value. The story of a thirty-years-old national disaster could be too much longer yet!     My last and least request is being informed of your decision. This my last and least request is hoped to be easy enough to fulfill.   I like to bring this request to its end with my own words on the essence of democracy and an idea from J. S. They disregarded that special and urgent cases need deeds and reactions of the same kind. Once again in Vienna I contact your Embassy but they did what I had experienced in Paris: it seemed to me finding a simple legal basis to justify their inaction and having something LEGAL to put in hands of people is their ultimate ability and seems a remarkable achievement to them. Today it is an received opinion and belief, both nationally and internationally, that: Any commitment to Human Rights in Iran must be asserted by deeds, for words, on this subject, it is a long time, have nearly exhausted their POWER.What I am writing you about is an absolutely incredible and disastrous case of nationwide HRs violation in the history of the Islamic Government and the worst of them. If only critics and social activists and political and journalists figures are subject to political and judicial persecution and torture, this crisis affects all innocent members of a whole nation and no one could escape from its dangers. The simplest cases of those mistakes deserve up to few million dollars of fine and about ten years jail in the North America and something like this in Europe. If violation on human rights in Iran, like in all other countries is measured according to the current international and accepted understanding of the subject, I assure you what I try to divulge is the worst case in the world of a deliberate and nationwide violation has ever been committed by any government against its people. My claims are totally based on too many official documents from manymanufacturers and the ministry of health and they prove that this problem is a STRUCTURAL defect and has no simple and easy solution; no expert could believe what is going on in Iran in this field.I and my people are in Urgent need of a minute part of international humanitarian aids of your country as a serious critics of the Islamic Government for his tyrannical and inhumane deeds and behavior. Till now European countries have rejected my request for help in favor of my nation four times and proved their commitments on support and advancement of human rights, especially in Iran: they proved they love law too much more than justice (like the ruler of Lillipot in Gulliver story). Spending more than thirty months in Europe has depleted all my financial supports. My long experience in pharmaceutical industries and abilities in English language (more information in the enclosed letter) make my settlement an easy and successful task and here I promise to pay back the cost of my reaching there.I hope your humane interests and commitment of your country to advancement of HRs help me urgently to bring this lifelong struggle on which I scarified all my life and legitimate social interests to its victorious end in favor of a big nation who are spending the absolute darkest period of their social life during the last century.This section be corrected according to the reply/not reply of  pharm asso of CanadaFew days ago and through an eamil I asked FDA, absolutely the best and biggest organization of the world on the subject, to send me their opinion and judgment on the nature and consequences of this crisis; you find their reply and my letter at the of this letter. Normally organizations like FDA are the best international sources for this kind of counseling and always welcome it but silence of FDA does not deter experts from hearing the truth. Unfortunately many rejected my documents and claims been evaluated by official professionals and FDA’s will be its first ,and I believe they will confirm my opinions and claims on the vital importance and threatening nature of the crisis in pharmaceutical industries of Iran. Without their assessmentand evaluation all the truth will miss because according to J. S. Mill:Since many year ago Europe has lost its safety and security and nearly all active oppositions have moved to the USA and Canada. So my request for support and being in your country is not a kind of ordinary immigration requests which are normally subject of a long and time-consuming procedure; it is somehow a political and national request that requires your special favor and supports. D. degree at the beginning of 1985. I have spent all my professional life in service of the pharmaceutical industries of Iran. From the very first weeks I faced a lot of huge scientific and practical mistakes in all aspect of production of medicinals. Unfortunately leaving a company and joining another only changed my mistrust in inadequacy of theoretical and practical arrangements into an absolute faith in existence of a nationwide disaster in these industries.My DISASTEROUS and incredible findings in every company put them in danger of a devastating earthquake with unpredictable consequences not only for themselves but for MoH who carried all and also the final responsibility of everything industries did & DO. So I always forced to move (actually I was dismissed) to another company and repeating the same story.2-ABOUT fifteen years ago I wrote a long and critical article on this subject but no one dared to publish it for having serious consequences on Government’s legitimacy and would put both the publisher and writer in danger of harsh reactions of the regime.3-THE followings are only a short list of those serious mistakes:§- Usage delicate and unstable materials like vitamins five to seven years after the end of their Expiration Dates.§- Huge mistakes in laboratory control methods of Raw Materials and finished products so that mistakes up to fifty percent, and usually more, could not be detected or could be introduced.§- Mixing of raw well water with syrups for too many years because of a design defect in the filling machine.§- correction of a totally wrong manufacturing procedure reduced the manufacturing time from ten hours in tow days to three hours in one day. A further correction of its formulation reduced its excipients about 1300 kg per 3000 l: this means their ignorance put the metabolic system of children under a severe pressure for absolutely no benefit or necessity. Its bitter taste and disgusting smell vanished for ever.§- Defect in installation of a washing machine  led to remaining about two milliliters of an extremely concentrated Chlorine water, one of the most dangerous Oxidizing agents, in the washed bottles used for bottling the above mentioned pediatric antibiotic suspension.§- Usage an totally Inactive microbial preservative in an antacid suspension for too many years for the complete ignorance of the most basic principles of chemistry and biology.§- For a while a company introduced a preparation without any Active component (drug molecules) into market for Economical reasons.§- Active ingredient of an antacid suspension and tablets were respectively 25% and 16% less than the label amounts in at least two company.§- In a comprehensive report, in more than one hundred pages, I proved that nearly what I knew till then in that company were wrong to the strongest and widest meaning of the word of wrong.§- And there are too many other cases which I could not mention them for ,at least, the matter of space.§- correction of filtering technique of a sugar syrup prevented the entrance of considerable amount of any kinds of particles into a pediatric antibiotic suspension.§- Some people died in a hospital in Tehran under the usage of an imported general anesthetic for the wrong quality control process in the Central QC Laboratory of MoH.§- Some imported blood preparations by a governmental department infected too many by HIV because of the poor QC methods employed by MoH.§- A manufacturer sent seven files to MoH to gain production licenses. My comprehensive analysis proved that they were ABSOLUTLY, in the strongest meaning of the word, wrong and no one can find even a scientific or literal sentences in ALL of them. Many correspondences from MoH proved and yet proves that none of those huge and disastrous mistakes were detected by MoH officials or many pharmacist employees oh that company. Some of those drugs were Cardiac and anti-Asthmatic.§- All bottles of a Pediatric dried suspension of Doxycycline released to market in spite of being degradated because of the high humidity of filling department.§- Contaminated injectables (Oxytertracycline) with DUST of Carbon during the sealing step, released to market by the previous case company.§- A hyperosmotic local anesthetic which was prepared by a governmental agent paralyzed some, especially from both legs following its injection into the spinal cord.§- Washings and rain water entered the main water reservoir of a company for an unknown period of time in spite of repeated inspections of MoH agents and too many pseudo-pharmacist employees during in all those long years.§- GMP is an antiproductive concept, for its exercising would stop everything. Instead manufacturers strictly obey BMP(Bad Manufacturing Process). Violation of any GMP rules, according to current regulations would lead a preparation to be recognized as rejected and in the light of this principles we are only able to produce rejected preparations.4- On 29,09,2006 I entered Paris for an international exhibition on pharmaceutical materials. In hope of finding a solution for that crisis I stayed there but failed to gain any support to divulge this absolute case of Human Rights violation. In France I received tow negatives and after about twenty seven months decided to go back to Iran. In Vienna airport and after a short stopI experienced an intolerable anxiety and stress and lost my flight. In hope of finding a solution I applied in Austria but as in France I received tow negatives. By the rule of “No one can believe what he does not understand”, I asked in both countries my claims and documents be evaluated by experts but they disregarded this legal request.5-During all of my professional life, somehow I was the best between my colleagues. All information and documents by help of them I discovered all those huge mistakes were also available to them but no one detected and noticed any mistakes. Successful and important improvements in nearly all aspect of pharmaceutical industry also include in my professional background. Opportunities for exercising habit of critical thinking and the exceptional capacity in application of creativity tied me strongly to my job in spite of depriving from all legitimate economical and social benefits. My collection of scientific books is more than three thousand volumes in different subjects including natural and human sciences. My studies in many aspect of English language are noticeable and are based on more than two hundred books on subjects like usual textbooks to linguistics and psychology of learning and teaching foreign languages. About sixty monolingual dictionaries indifferent types and size and more than fifteen volumes on grammar at different levels are some subsets of my personal library. In Paris I studied three books on grammar two times and in more then three thousand pages. This language background and long and active experience in pharmaceutical industries make settlement a simple and short task at both social and professional levels. If a site fails to meet applicable GMP standard then their license to manufacture pharmaceuticals can be varied or revoked.      If a site continues to manufacture (ie manufactures without a license and hence illegally) then Enforcement powers exist such that individuals  in the UK can be prosecuted under the Medicines Act. Nobody till now has noticed the DANGER of their INACTION about Iran!   Dear Honorable Prime Minister, here and once again I sincerely request your and your country's support  in divulging an absolutely Unique Nationwide case of violation of human rights which has continued during the last thirty years by one of the most oppressive regimes of our age in one of the most Regulated and Supervised industries of the world: pharmaceutical industries. The political situation has been growing increasingly oppressive during the last few months and few days ago they executed two young men for peaceful demonstration and intend to execute NINE more in near future (1) for the same reason; but in spite of this bloody situation I have failed to gain the help and support of a democratic country in the last 40 months (!) in favour of those people and against all the sophisticated philosophical arguments of founders and believers in the superiority of democracy and its followers and leaders in defending Humane Rights, Life and Dignity!    Divulging this crisis would lead to a huge and indefensible illegitimacy crisis and throws a new light on a dark hidden and dangerous part of life in Iran and proves the absolute and final responsibility of the Government against the nation. MINISTER OF THIS LETTER.   THE MATTER IS THE LIFE AND SAFETY OF A NATION.       عالیجناب آقای جان هارپر نخست وزیر کشور کانادا   خوشحالم كه شرکت "گوگل" این امکان را فراهم ساخت كه این نامه را به زبان فارسی بنویسم تا کوتاه تر، ساده تر و رساتر باشد.   جناب آقای نخست وزیر در دو نامه گذشته از شما و کشور کانادا- به عنوان یکی از حامیان بزرگ مردم ایران- درخواست کرده بودم كه در جهت پیشبرد آرمان دموکراسی در ایران و تحکیم حقوق بشر و ایجاد حمایتهای قانونی از فعالان اجتماعی به من کمک کنید. چون  شرکت "گوگل" امکان نگارش پارسی را فراهم کرد بار دیگر بر آن شدم كه نامه ای دیگر به زبان شیرین پارسی خدمتتان ارسال کنم و درخواست خود را در آن دو نامه با اتکا بر یک اصل تئوریک و سه شاهد تجربی تجدید و تحکیم و مکرر کنم.       ۱- اندیشمندان "دموکراسی" را در تحلیل نهایی "اتکا بر اندیشه و سخن مبتنی بر آن در اداره جامعه و حل و فصل منازعات آن دانسته اند". لاجرم تکرار "خواستی" كه اولا متکی بر اندیشه است و ثانیا تامین کننده منافع بیش از شصت میلیون انسان است، همچنان امری دمکراتیک و انسانی و امروزین است. پس این "الحاح و اصرار" عین روش جاری مدرن است در اعمال دموکراسی و نشانه اعتقاد به وخامت اوضاع ایران است در تمامی ساحت ها.    ۲- چند روز پیش دردانشنامه "ویکیپدیا" خواندم كه نماینده پارلمان افغانستان، خانم جویا (۱) به دنبال یک نطق "نانو" ( نود ثانیه ای) به یک چهره جهانی تبدیل شد و حتا کاندید جایزه صلح نوبل هم گردید. خانوم جویا در "نانو-نطق" خود نه چیزی گفتند كه بر جهانیان پنهان بود، ونه از آن سخنان نفعی به افغانیان رسید ونه  بعد از آن تحولی در افغانستان حاصل آمد. کانادا و ایتالیا به او شهروندی افتخاری دادند و حتا فیلسوف طراز اولی مثل "نوام چامسکی" او را در دریافت جایزه نوبل محق تر از اوباما دانست!! به اعتقاد من لیست جوایز او نشانه نوعی "هیستری" سیاسی و اجتماعی فراگیر در روزگار ماست.  مساله من به هیچ وجه با مساله خانم جویا قابل مقایسه نیست. بحران داروسازی ایران: ۱)مساله ای پنهان است كه در سی سال گذشته ادامه داشته؛ ۲)مخاطرات بسیاری  برای همه مردم ایران دارد و حل آن ضرورتی عاجل است و با منافع بی شمار؛ ۳) افشای آن تبعات  داخلی و خارجی بسیاری دارد؛ ۴) و چهره ای پنهانی از زندگی و سیاست  در ایران را آشکار میسازد كه تا کنون از  نگاه ایرانیان و جهانیان بیرون بوده است. سخنان خانوم جویا هیچ یک از این تبعات و فواید را نداشت.   ۳- پس از حدود ۴ ماه بلاخره آقای "مازیار بهاری" از زندان آزاد شد به خانه بازگشت. اینبار نیز دولت کانادا نهایت سعی و اقتدار خود و دوستان و دول غربی را به میدان آورد تا ایشان را كه در حقیقت "گروگان مشاجرات سیاسی بودند" (همانندخانم کلود ریتس فرانسوی) آزاد کرد. تلاشی كه شایسته تمجید و قدردانی است و دولت کانادا در گذشته ای نه چندان دور تلاش مشابهی را اول برای آزادی وسپس برای تعیین علت قتل خانم زهرا کاظمی نشان داده بود.   بی شک این تلاش ها دو علت دارد. اول تعهدی که هر کشوری به امنیت شهروندان خود دارد ( البته نه تمامی آنها از جمله ایران و...) و دوم تعهد به امر "انسان فی نفسه " است. اصل ‎"اصالت "انسان فی نفسه"" سنگ بنیادین نظریه "حقوق بشر" است. از این منظر "معضل داروسازی ایران"  قابل قیاس با هیچیک از نمونه هایی نیست كه تا کنون در سطح بین المللی درباره گستردگی نقض حقوق بشر در ایران مطرح شده است. به خاطر ندارم كه تا کنون گزارشی از نقض همزمآن و هر روزه و سی ساله ی شصت میلیون انسان  گزارش شده باشد!!!   ۴- اگر موارد دو و سه به وجه تقریب به درک اهمیت مساله کمک می کرد، رسوایی اخیر شرکت عظیم "فایزر"، اهمیت بحران داروسازی ایران را "اثبات میکند" و راه را بر انکار و تردید ها میبندد. دیدیم (۲) كه تبلیغات دروغ "بزرگترین جریمه امریکا و جهان" را به عهده شرکت فایزر گذاشت. اگر نسبت های ریاضی و علمی را در مقایسه معضلات داروسازی ایران و فایزر به کار گیریم، بی شک نمیتوان "حدی عددی" برای جریمه متخلفان و مرتکبان آن همه خطاهای فاجع آمیز در ایران تعین کرد. در مقایسه با بحران داروسازی ایران باید هیاهوی "فایزر" را یک "هیچ بزرگ" دانست. It seems there is no bridge between 'verbal' and 'practical' politics. Below you find the last statement of the Canadian government in support of the adoption a resolution against HRs violation in Iran, and Canada in it clearly promises to support Iranian HRs defenders and many more things!   You see it is the 8th member of its family. Till now Canada has been the most serious critics of Tehran regime on the violation of HRs and in spite of this tough position they ignored all my my requests of help. I sent my first letter to the PM about 3 years ago and also many others to many officials but no support!!!   When I read your article (below) and especially the expression: "the place of your greatest failure can become the place of God's greatest miracle"  I thought maybe you can or be inclined to help me at least by showing me the right and efficient way(s) of handling this vital matter.   Four years ago I entered Paris in search of a solution for this national crisis. This week, let's look at some of the issues involved in raising animals on our farms today. Information in this article is courtesy of the Ontario Farm Animal Council.   Farmers, like any animal owners, must follow laws for humane treatment. In addition to laws, farmers have helped develop "Recommended Codes of Practice for the Care and Handling of Farm Animals" in cooperation with animal scientists, government, and many other partners. The codes spell out what is appropriate in the daily care and handling of livestock and poultry. They outline acceptable standards for areas such as shelter and housing, feed and water, health care, breeding, animal identification, handling and supervision, transportation, sales yard and processing facilities, and emergency procedures. The codes of practice are internationally recognized as models of responsible animal care and will continue to evolve. They are currently being updated to reflect new advances in animal care research.   Many of Canada's livestock industries have created, or are creating, their own animal care programs, based on these codes, to provide assurance to consumers that animals are being raised with the utmost care and respect. The livestock industry has people with full-time careers in farm animal care. Specialists dedicate their lives to improving humane handling for animals on the farm, on the truck, and all the way through the food chain. Unfortunately, there are some instances of animal abuse, but there are controls in place that work on many fronts. Neglect and abuse of animals of any kind is against the law. Farmers and ranchers, like all animal owners, are responsible for caring for their animals and meeting many regulations, including the Criminal Code and provincial animal care legislation.   It's important to note the vast majority of farmers and ranchers are doing an excellent job in caring for their animals. In rare cases, the level of care or management of farm animals isn't what it should be. Farm organizations have recognized this issue, and have developed their own peer services to help improve farm animal care. If and when there is a problem with farm animal care, Canada's farmers are actively working to be part of the solution. The first farm animal council, dedicated to responsible farm animal care, was formed by farmers in Ontario over 20 years ago and similar organizations now exist at the national level.   From time to time, pictures and videos of undercover farm animal cruelty make the headlines when it's released to the media or on the internet by certain animal activist groups. Animal cruelty is always unacceptable and these pictures are disturbing for anyone who cares for animals, including our farmers. Every case is different but questions on the accuracy and the true purpose of the videos and the groups that release them always arise. Any extreme case (which is always one too many) does not reflect the care that the other millions of farm animals receive every day.
